Cannabis Lounges Could Be Coming to Oregon — For Real This Time

Oregon's cannabis culture has always been ahead of the law. Portland had the World Famous Cannabis Cafe as far back as 2009 — a members-only space for medical cardholders to consume socially and legally. Consumption clubs popped up after recreational legalization. Flight Lounge opened in Portland in 2023. But none of it has ever been built on a formal, statewide legal framework with real licensing behind it. It's always been gray area, workarounds, and members-only technicalities.

That could finally change.

In September 2025, Oregon certified a ballot title for a 2026 initiative that would legalize cannabis consumption lounges statewide — licensed venues under OLCC oversight where adults 21 and over can bring their own cannabis and consume on-site. No on-site sales, no alcohol, no tobacco, 2 a.m. closing time. Think BYOC bar. Legal, regulated, and open to the public.

The initiative still needs a successful signature drive to make the 2026 ballot, and then voter approval to become law. So it's not done. But it's the first serious push to give consumption lounges an actual legal foundation in Oregon rather than the patchwork of workarounds the industry has operated under for fifteen years.

For Eugene this would be significant. A city with this much cannabis culture, this many growers, glassblowers, and enthusiasts — and zero legal public consumption spaces — has always felt like it was missing something. Lounges would fill that gap in a real way.
